8.   Objectives:                     Students gain insight into the health policy perspective of the  
            economic and scientific considerations behind formulating
            health interventions.

 

                At the end of the module the students will be able to:

  • define and describe the basic concepts of economics, e.g. the market mechanism, market imperfections, behavioural assumptions, decision making, evaluation tools.

  • formulate and discuss the principal concepts of health economics and related policies and apply relevant measurement tools.

  • assess the role of poverty and health in economic development.

  • describe the basic concepts and measures of econometric and empirical studies and be able to critically evaluate their results.

  • apply and critically appraise cost-effectiveness analyses, cost-benefit analyses and cost-utility analysis.

  • evaluate specific disease control interventions based on scientific epidemiologic evidence and economic considerations.

           

9.   Content: The course includes the following topics:

  • Basic concepts of economics and health economics.

  • Macro and micro-economics and their application to health systems.

  • Differences in health systems analysis between developed and developing countries.

  • Economic tools used to study and promote health interventions (case studies and practical exercises)

  • Poverty, health and economics

  • The role of health in economic development (group presentations)

  • Review of quantitative methods and evaluation of the quality of empirical and scientific econometric studies (group presentations)

  • The use of scientific evidence for formulating health interventions.

  • Comparison of the use of economic and epidemiologic measurements for health policy decision-making (group work)

                                              

10. Learning Methods:

The course consists of individual teaching units comprising a total of 46 hours of lectures and 34 hours of group and individual exercises. After a set of lectures on a specific topic students will apply the concepts within the framework of case studies.

  

11. Assessment procedures: 

Group assignment and presentation
The class is divided into groups of 4-6 students. Each group is given a disease-control intervention case study including the relevant background information. Using economic tools and evaluating scientific evidence, participants are asked to formulate and present a relevant disease-control intervention policy for a specific location. This way they have the opportunity to synthesize the knowledge they gained and apply it to a specific situation.
If students fail, they will be given the opportunity to take a 4-hour individual open-book examination based on case studies and essay questions.

 

 12. Prerequisites: 

The course is intended for health professionals with experience in the health sector.
